I'm not sure about about this issue in most cases, because if a device appears as online in Boardgent that typically means it have an active internet connection. But I found it relevant for on-premises deployments or proxied networks.
We could use Microsoft NCSI as standard way to check a valid internet connection.
- A request for DNS name resolution of dns.msftncsi.com
- A HTTP request for http://www.msftncsi.com/ncsi.txt returning 200 OK and the text Microsoft NCS
